Yeah! The belt is designed for electric wheelchair users, it have three reflective tape, when you are walking in night, you will be easy to be found by driver, and reducing the possibility of danger. The total length is 90 inch,and it's adjustable.

Can i use this on regular chairs ?

Yes I don't see why not. It adjusts at different lengths really easily. Works great for my brothers wheelchair. Hope this helps.

If the belt buckles around the back of the wheelchair, how does the user unbuckle it by him/herself?

You can put around back of chair with belt in back and buckle in front. Then you can clip together and pull it tight. Lastly you can pull and rotate around chair until belt is in front. Hope this helps.
